Responsible for
National programme staff and directly supervises the deputy programme manager, the financial coordinator and training coordinator.

1. GENERAL DESCRIPTION

The DIA Healthy Mind Project focuses on the two Eritrea provinces most stricken by the conflict with Ethiopia. The main objective is to empower local communities to overcome the trauma of the conflict they have been through. This empowerment will be accomplished through community awareness raising, psychosocial support, improved access to mental health care and increasing the understanding of human rights issues. 

2. PURPOSE OF POSITION

The programme manager will provide technical expertise on mental health and psychosocial care to both the DIA Healthy Mind Project and the Ministry of Health (MoH) of Eritrea. He/she will be responsible for the implementation of the programme as well as for the overall management, supervision and control of all programme activities in such a way that the stated goal and objectives are achieved optimally. The programme manager will also ensure that all activities are conducted in close coordination with the local counterparts in the MoH, other local partners and authorities and the Headquarters of HealthNet International TPO. 

3. CORE RESPONSIBILITIES AND TASKS: 

• Manage and co-ordinate the programme, following the organisation’s programme management methodology, establish teamwork and secure that all activities within the programme will be carried out in line with the donor contracts proposals;
• Implement strategies to raise awareness of psychosocial and mental health problems in Eritrea with a focus on local communities;
• Design and provide culturally appropriate psychosocial and mental health interventions at the community level in accordance with the strategic planning outlined in the programme proposal;
• Contribute to National Public Mental Health policy development based on HealthNet TPO programme experience;
• Provide training at the nursing and medical school of the MoH;
• Train primary care workers in mental health and provide supervision;
• Responsible for human resources management, finance and logistics aspects of the programme
• Reports quarterly to MoH on the program activities and manages the program under the supervision of MoH;
• Produce frequent and timely reports for both the head office of HealthNet TPO and for donors (EU, ICCO, and PSO).

4. PROFILE

• At least 5 years of experience as a psychiatrist or registered mental health/ psychiatric nurse able to provide training and supervision to psychiatric nurses and primary care doctors;
• Experience in community mental health, psychosocial work, trauma counselling and transcultural psychiatry;
• Flexible, culture sensitive approach, able to cooperate with different kinds of people on different levels;
• Good team management skills and experience managing a health development project;
• Good analytical and organisational skills;
• Experience with capacity building and willingness to develop training skills;
• Previous work experience in developing countries for at least 3 years;
• Excellent communication skills in English
• Proposal writing and reporting skills, experience working with (provincial) health authorities, Ministry of Health and dealing with donors.

5. TERMS AND CONDITIONS

The initial contract will be based on PSO conditions starting as soon as possible for the period of 6 months, with the option to extend based on current donor funding and performance.
