1. GENERAL DESCRIPTION
In the last three decades, Cambodia has been affected by genocide, civil war and social destruction. HealthNet TPO has been present in Cambodia since 1994, and now runs projects in 5 provinces. The overall goal is to increase the population’s access to quality health care through a national district health system model. This system needs to be fine tuned to the real needs of people, and made sustainable by establishing the public health facilities on a viable economic basis.
2. THE MONDULKIRI PROVINCE
Mondulkiri Province is located in the North-East of Cambodia, in a remote corner of the country. The province is inhabited by about 40,000 people, 80% of whom belong to indigenous minorities (the Phnong). The population is vulnerable to health hazards, in particular with regard to reproductive and mother and child health. The main reason of the vulnerability of the population is poverty (mainly due to low food production), lack of access to safe drinking water, lack of access to public health services due to long distances, bad roads and uninformed health seeking behaviour. Cultural factors also play a role, given that senior staff in the public health facilities belong to the Khmer group, who may have a limited understanding of the traditional treatment methods of the indigenous Phnong. The project aims to contribute to improved health status of the vulnerable population of Mondulkiri Province. The project purpose is utilisation and coverage of the public health services. Technical support will be provided to the province health authorities to build their management capacity. Support will be given to the referral hospital and to the health centers, especially in view of outreach to remote population groups. Performance based incentives will be provided to public health staff to boost their performance.
3. PURPOSE OF POSITION
The PM is responsible for the overall management, supervision and control of all project resources and activities related to programme implementation in such a way that the stated goal and objectives are achieved cost effectively and within the available resources. In addition to carrying out general management, administrative and financial management tasks, the PM will serve as the main link between the programme and the local health authorities, in respect ensuring that all official requirements are met strictly in accordance to the contract between the Ministry of Health (MoH) and HealthNet TPO as well as collaborative planning is carried out with the government and NGO counterparts. Included is the daily management and allocation of MOH staff and other resources.
The PM is also expected to explore new opportunities in the country by networking with potential partners and donors involved in health system development. Project assessment and development will be done in close collaboration with the other Cambodian PM’s and the relevant departments at the head office in Amsterdam.
4. CORE RESPONSIBILITIES AND TASKS:
4.1 Programme implementation
- Prepares workplans, monitors progress of the project and takes appropriate measures where necessary;
- Negotiates and evaluates work contracts with counterparts;
- Maximizes the use of available resources for implementation of the project;
4.2 Human Resources Management
- Supervises all HealthNet TPO (approx. 10) and Government civil staff (approx. 150);
- Ensures clear job descriptions are in place, with clearly defined responsibilities, reporting requirements and lines of management.
- Evaluates staff job performance;
- Applies all HRM policies regarding the national staff according to the Conditions of Service of National Staff;
4.3 Logistical, Administrative, and Financial Matters
- Ensures clear management, reporting and organisational structures, policies and procedures exist for financial, logistical and communication resources and facilities;
- Controls project budgets, both ADB/HNI and Government PAP funds, and closely monitors expenditure within approved budget lines;
- Ensures that all financial transactions are done according to approved accounting systems.
- Maximizes security at field level of all international and national team members (during working hours) and of HealthNet TPO’s assets and valuables.
4.4 Reporting
- Prepares all periodical narrative reports required by the donors and HealthNet TPO. These reports will include: information on progress made, challenges and constraints encountered, plans for the coming period.
- Prepares all periodical financial reports required by the donors and HealthNet TPO, in close cooperation with the Finance and Administration Manager of HealthNet TPO, based in Phnom Penh.
- Attends meetings with the Cambodian Management Team in Phnom Penh, and provides any other information to the Country Manager and the Portfolio Manager as may be required.
4.5 Representation tasks
- Maintains relevant contacts at national, provincial as well as local level.
5. PROFILE
- At least 5 years overall management, financial, and administrative experience of a large and complex project, preferably in the region;
- Public Health degree or equivalent experience; preferably with a medical qualification;
- Proven experience or understanding of and interest in health reform issues - including health financing and the contractual approach;
- Knowledge of health financing and economic issues in third world countries demonstrated by work experience, research and/or publications;
- Demonstrated understanding of participatory work, particularly with government staff; and strong ability to work closely with local counterparts;
- Knowledge of international donor reporting requirements (both narrative and financial).
6. TERMS
Due to the donor-funding period the duration of the assignment is till December 31, 2008. Due to donor requirements only candidates from ADB countries are eligible for this position.
