1. GENERAL DESCRIPTION
The Dutch organisation HealthNet TPO is a knowledge-driven, non-profit organization that works in areas disrupted by war, disasters and poverty. HealthNet TPO operates in 16 countries and with more than 3.000 employees where it provides expert advice and support on rebuilding and restructuring health systems, mental health, health financing and disease control with the aim to create social security in post conflict settings. Working together with local populations it channels emergency aid into sustainable health care development. In addition HealthNet TPO conducts related social, epidemiological and medical research contributing to a better response to chronic crises worldwide.
The Amsterdam head office employs approximately 20 FTE’s and is responsible for the overall management of the organization, financial management, monitoring and coordination of the projects, public health and research, human resources management, fundraising and communication.
The Portfolio manager is responsible for the coordination of the implementation of donor contracts and monitoring the quality of the project cycle management of the HealthNet TPO programs within his/ her portfolio. The Portfolio manager also provides support and advise to the projects.
2. CORE RESPONSIBILITIES AND TASKS
- Monitor compliance with donor contracts regarding operational as well as financial aspects;
- Provide support and advice to key staff abroad in the area of project management and financial management;
- Develop and maintain methods, procedures and systems related to operational and financial control;
- Participate in recruitment procedures and contribute to development (capacity building) of key staff (in cooperation with HRM);
- Maintain and strengthen relationships with donors;
- Coordinate the drafting of proposals within the frameworks indicated. The drafting of the content of the proposal is done in close cooperation with the public health and research department and the field.
3. PROFILE
- Formal education in relevant field at academic or HBO level;
- At least 3 years experience in a similar position preferably in an international project-oriented organisation;
- Ability to perform in a dynamic environment;
- Excellent project management skills, experience with project accounting and project control;
- Good organisational, monitoring and communication skills (both in Dutch and English, French is an asset);
- Ability to inspire the key managers in the projects and with this confidence;
- Experience with Exact bookkeeping software is an advantage;
- Representative, pro-active, flexible and enthusiastic attitude;
- Accurate and analytically strong;
- Politically and culturally sensitive;
- Advisory and coaching skills;
- Willingness to travel abroad frequently.
4. TERMS AND CONDITIONS
The initial contract will be for one year with the option to extend. Salary scale 6 (gross monthly wage minimum
€ 2.493 and maximum € 3.156 based on a 40 hour work week). Terms and conditions as specified in the conditions of employment of office personnel.
